- Garrett Lee Withers was born on a farm near Clay, Kentucky, on June 21, 1884. He studied law at Southern Normal School in Bowling Green. He practiced law in Webster County from 1911 to 1953. Withers was circuit court clerk during 1910-12 and master commissioner of the court during 1913-17. When Alben Barkley resigned from the U.S. Senate to become vice-president, Gov. Clements appointed Withers to the remainder of Barkley's term, from January 20, 1949, to November 26, 1950. Withers then returned to private law practice in Dixon, Kentucky. He reentered politics in 1952, serving in the state House of Representatives. After the death of Rep. John Albert Whitaker in 1952, Withers, a Democrat, was elected to fill Whitaker's position in the U.S. Congress. Mr. Withers was then reelected to Congress, serving from August 2, 1952, until his death. Withers died on April 30, 1953, at Bethesda, Maryland. He is buried in the I.O.O.F. Cemetery in Clay, Kentucky.
